Installer will not open after fresh install of Windows

Windows 8.1 Pro Machine. Fresh Install. Opening the installer doesn't do anything, as in no installation dialog pops up. Tried .86 and .81 installers and the same thing. Tried running as admin and in different compatibility modes. Any suggestions? Thank you.

Since I don't have access to Win 8.1 I can't do much to test the installer scripts at this time.
Updated NSIS (
http://nsis.sourceforge.net/Download) to the latest version just in case that was the problem, please download the 0.87 beta and try again, try installing from a root drive also like c:\ or d:\
